China, Russia Propose A North Korean Resolution
Josephine Roque - All Headline News Staff Writer Moscow (AHN)- China and Russia proposed an alternative resolution that condemns North Korea's missile tests but does not cite military action against Pyongyang. Japan and the U.S. accepted the draft but would still prefer a Security Council vote on their resolution. The Chinese-Russian proposal omits three factors found in the Japanese version: the determination that the missile tests threatened international peace and security, authorizing action under Chapter 7 of the U.N. Charter which can be enforced militarily, and mandatory sanctions aimed at curbing North Korea's missile and nuclear programs. Supporters of the Japanese resolutions await for word on the high-level Chinese visit to North Korea which began this week. China's U.N. Ambassador Wang Guangya told the AP that the delegation delivered the message of concern over the missile tests "and also what we considered the North Koreans should do to make diplomacy succeed." "So far we have not received any feedbacks from the North Korea leadership," Wang said. Wang admitted that he was asked veto the Japanese resolution and expressed hope that through negotiations in the next few days "we can find a way and the language that could unify the whole council."
