According to a Palestinian official, the plan allows for a two-state solution to the conflict with Israel. The Fatah movement has been working to persuade the extremist Hamas group to endorse the document which calls for the settlement of the conflicts between "Israel and Palestine," thereby recognizing the sovereignty of the Jewish state. Officials say the deal would be announced later on Tuesday by Prime Minister Ismail Haniya of Hamas and President Mahmoud Abbas, of the rival Fatah faction. Rawhi Fattouh, a Fatah spokesman told journalists, "We can announce that we have agreed on the document." He added that, "We can say that all the barriers have been removed."
