Alan Garcia Wins Back Presidential Office In Peru

Garcia led 55.5 percent against Ollanta Humala's 44. 5 percent, with 77.3 percent of the vote counted. The margin could shrink as Humala's support is strongest in rural areas where vote reporting is slower. Garcia's victory came as a surprise as his name had been equated with political disasters including hyperinflation and food shortages. The Washington Post says Garcia's supporters argue he has learned from the mistakes of his 1985-1990 government and has shown great firmness in coming back from nine years in self-imposed exile and a narrow loss in the 2001 presidential election.
