It involved paying winners of a U.S. visa lottery to falsely claim they had dependents who were eligible to enter the U.S. Officials say the scam resulted in financial hardship for many families. Heavily armed policemen and plain-clothes officers raided the U.S. consular office in the Gigriri district. Kenyans paid thousands of dollars to get paired up with lottery winners.
